A 'tracking fee to recruit' doesn't make much sense, I agree, but does a 'harassing fee to recruit' make more sense? The Venezuelan agent was harassing people to join up to go to Martha's Vineyard?

Either way, I've learned two new terms: birddogging and watchdogging. Weird politics.

You could harass someone into joining, you can't track someone into joining. A harassment fee. You have to ignore the grammatical wording of the officer, and eyeball the actions.

That said, I don't think any harassment occurred. A recruiting fee perhaps, but that's not quite the same thing.
