Carrying knives in public is already banned. Pieces of paper don't do anything to stop stabbers because crooks ignore the law anyway. And life in prison isn't 'life' in the common sense; it means at most 21 years in jail, typically less due to probation and appeals. That is because historically the UK had the death penalty for murder up until about the 1970s (so it was seen there was no point jailing someone 'forever' given they would have been executed by the state).
