It’s sloppy that their comment on Wales doesn’t even match the data in the chart. They clearly don’t proof read their reports.

It’s also a clear admission they don’t know the leading cause, because post-mortems aren’t being done.

Actually I'd argue the opposite.

They know what the cause of death is, which is why they're refusing to state it.

They can't lie or they're in legal trouble.

So they pick vagueness.

This is the equal to saying "I can't remember"/"I don't recall".
