From Russia’s perspective this mean the US directly greenlit attacks on Russian civilian infrastructure, and is likely to have crossed a red line. Quoting:
It is the Biden administration that is directly responsible for all Kyiv-approved rocket attacks on residential areas and civilian infrastructure in populated areas of Donbas and other regions, which have resulted in mass deaths of civilians
The remarks purportedly come from the Ministry of Defence of the Russian Federation, a response to remarks made by Major General Vadym Skibitsky, Ukraine’s deputy head of military intelligence, who declared in a Telegraph article that Ukraine receives intel from the US for missile strikes.
The Telegraph article paints it as the British helping with the title of “Britain helps Ukraine hunt for Russian spies eyeing Western military aid”, but the Business Insider (Netherlands version) reporting on the Telegraph article has the title “The US has a veto on what Russian targets Ukraine hits with its HIMARS artillery, general suggests”.
This follows on from “leaks” earlier in May 2022 where the US government asked “leakers” to stop sharing information that the US government shares intelligence with the Ukrainian military, calling it “counterproductive”, as reported by NBC.
This was despite the fact in April, a month earlier, US Defense Secretary Lloyd Austin announced officially that the US was providing intelligence to Ukraine at a Senate Armed Services Committee, something the rarely accurate CNN reported.
Russia already suspected something earlier. On August 3rd 2022, Russian-state backed TASS reported that Vladimir Rogov, member of the chief council of the Zaporozhye Region military-civilian administration, had claimed Washington controlled the HIMARS strikes.
The Ukrainian Major General going on record would constitute the first official statement by Ukraine, and it is likely the part Russia takes contention with isn’t the intelligence sharing specifically - but the fact the US didn’t veto targeted strikes on Russian civilians, a contention Russian government financed Intel Slava Z raises.
Vetoes weren’t mentioned in the US leaks or announcements previously, so it signifies official confirmation for the US directly targeting strikes - or at least having a say with where they land. Including civilian targets. This could be sufficient justification for Russia to go directly to war with America.
