Homeward Trails, who are directing the rehoming effort, have said to contact them at:

You probably read about the NIH mistreating Beagles with sandfleas as part of an “experiment”, well, a court has recently ruled the animals used in experimentation were mistreated by Envigo - including starving them - and ordered the closure of the facility, and the release of the Beagles and now there are 4,000 Beagles in dire need of a loving home.
This is your chance to right the wrongs of the NIH by showing the love and care and support to these loving animals who missed out on so much at their time in a lab. The effort to rehome them is being spearheaded by the courageous and brave Homeward Trails Animal Rescue, whose adoption page can be found at:
https://www.homewardtrails.org/adopt-a-pet/pet-adoption-process/
Their webpage states they only cover the regions of Virginia, Washington DC and Maryland, however The Daily Beagle believes they will likely expand the range of adoption locales temporarily for the 4,000 Beagles given that there are so many of them, and their website does declare they are working with other charities to rehome them.
The Daily Beagle did try to approach Homeward Trails several times for comment on how international partners in the UK and EU could possibly apply to adopt the beagles, however their website only relates to Americans. The charity did not reply to several queries, and despite patiently waiting a couple of weeks, we received no reply.
Still, any Americans interested will want to try to contact them on adoption.
